1. Each team will be able to carry a roster of 20 players. All playing members of the team must sign the roster. Any player not signing the roster is not eligible to play in the league. The signing of the roster also agrees not to hold Flagler County, the complex, the commissioner of the league, umpires, etc. liable for any injury or damages incurred during or after the games. Again, any player who does not sign the roster is not eligible to play in the league. ALL ROSTERS ARE TO BE TURNED IN TO THE COMMISSIONER BY THE SECOND GAME. IF YOU HAVE ANY ROSTER CHANGES AFTER THE START OF THE SEASON, PLEASE SUBMIT THEM TO THE COMMISSIONER OR UMPIRE-IN-CHIEF (BILL HEIMER) PRIOR TO THE START OF THE NEXT GAME.

2. There will be 1 umpire assigned for all games. Proper respect is to be given to the umpire at all times, by all players, managers and fans.

3. Any player ejected from a game will be suspended for one (1) game. Any player ejected for fighting with another player or umpire, or for repeated league violations, will be suspended for one (1) year. If the league directors consider the conduct flagrant, further discipline will be invoked. If a player is EJECTED, the offending team MUST have a replacement or lose by forfeit

4. Rain information: I will set up a recorded message to indicate game day status with regard to daily schedule or postponed games due to rain. Please give each team member this phone number to verify the game status. If games are cancelled, the recording will indicate so. If the games are still on, a normal phone message greeting will be heard with the game schedule for that day. I recommend that the rain number be checked between the hours of 5:00 – 6:00 PM to verify field status.

5. ASA rules apply. League by-laws will supersede the ASA rulebook.

6. A courtesy runner will be allowed for an injured player. At the beginning of a new inning, the courtesy runner will be the last batter that hit into the last out of the previous inning. For all other instances, the last runner put out will be the courtesy runner. A team will be limited to 2 courtesy runners per half inning. All batters must make it to first base before a courtesy runner can be used.

7. Time Limit: The first game will have a time constraint with no new inning starting after 1 ½ hours from start time.

8. Each batter will start with a count of 1 ball and 1 strike.

9. The two-strike two-foul rule will be in effect. If a foul fly is caught, the runners may tag up and advance.

10. The mercy rule will be 10 runs after 5 innings. The losing team must have an equal number of at-bats. All run rule games must have a playing time of one (1) hour, with the exception of play-off games.

11. A six-foot pitcher’s box will be in use. The box will be the width of the pitching mound and extend from 50 to 56 feet from home plate. The pitcher will be allowed to pitch from this area.

12. Time out will be called when the ball is in the possession of a defensive player while on the dirt portion of the infield and there is no further play. It is the umpire’s discretion as to when to call time.

15. The pitching arc is 6 feet to 12 feet.

16. A player must be on a team’s official league roster. Teams may start a game with 8 players. Any player that arrives after the start of a game must be added at the end of the line-up.

17. If desired, a continuous batting order will be in effect with all players batting. Only ten (10) players will play the field.

18. Players must be 18 years of age at the start of the season.

19. If a player is ejected, and the offending team doesn’t have a replacement, the team will take an out in the batting order of that player. If the ejection takes to team down to 8 players, that team will forfeit the game. Throwing of a bat will be an automatic ejection for that game only. A warning will be given for abusive language. Any re-occurring abusive language incidents will result in ejection and a 1 game suspension, and up to a year suspension.

20. NO STEALING!!

21. Each team will be allowed three (3) home runs over the fence. Every home run over the fence thereafter will be an out.

22. In all divisions, on an over-the-fence home run, the batter should hit-n-sit and all other baserunners are not required to advance.

23. During the play-offs, the higher seeded team will be home team. In case of a tie in the standings, the tiebreaker will be as follows: head-to-head, least runs allowed, most runs scored.
THERE WILL BE TWO (2) UMPIRES FOR ALL PLAY-OFF GAMES!!

24. The base paths will be 70 feet.

25. NO ALCOHOLIC BEVERAGES IN THE DUGOUT AREA……

26. LEAGUE FEE WILL BE $420 AND DUE BY SEPT 11. Make checks payable to: HVIL/CRC. Also, please put the team name on the check.

27. AWARDS: Regular season champion and Runner-up – Team Trophy
Play-off Champion – Team Trophy and 15 T-shirts

28. Teams are responsible for chasing down foul balls and balls hit over the fence, i.e. home runs.
