Flagler County 2011 Men’s Rules and By laws

Each team will be able to carry a roster of 20 players.  All playing members of the team must sign the roster.  Any player not signing the roster is not eligible to play in the league.  The signing of the roster also agrees not to hold Flagler County, the complex, the commissioner of the league, umpires, etc. liable for any injury or damages incurred during or after the games.  Again, any player who does not sign the roster is not eligible to play in the league. ALL ROSTERS ARE TO BE TURNED IN TO THE COMMISSIONER BY THE START OF THEIR FOURTH (4th) GAME. IF YOU HAVE ANY ROSTER CHANGES AFTER THE FOURTH LEAGUE GAME, PLEASE SUBMIT THEM TO THE COMMISSIONER OR UMPIRE-IN-CHIEF (BILL HEIMER) PRIOR TO THE START OF THE GAME.

There will be 1 umpire assigned for all games. Proper respect is to be given to the umpire at all times, by all players, managers and fans.

Any player ejected from a game will be suspended for one (1) game. Any player ejected for fighting with another player or umpire, or for repeated league violations, will be suspended for one (1) year. If the league directors consider the conduct flagrant, further discipline will be invoked.

Rain information: I will set up a recorded message to indicate game day status with regard to daily schedule or postponed games due to rain. Please give each team member this phone number to verify the game status. If games are cancelled, the recording will indicate so. If the games are still on, a normal phone message greeting will be heard with the game schedule for that day. I recommend that the rain number be checked between the hours of 5:00 – 6:00 PM to verify field status.

All rules will be followed according to the ASA rulebook. League by-laws will supersede the ASA rulebook.

A courtesy runner will be allowed for an injured player. The courtesy runner will be the last out that was made by the team requesting the runner. A team will be limited to 2 courtesy runners per half inning.

All rained out games will be re-scheduled by the commissioner with at least 72-hours notice given.

Time Limit: The first game will have a time constraint with no new inning starting after 8:30.

Each batter will start with a count of 1 ball and 1 strike.

The two-strike two-foul rule will be in effect. If a foul fly is caught, the runners may tag up and advance.

The mercy rule will be 15 runs after 4 innings and 10 runs after 5 innings. The losing team must have an equal number of at-bats.

A six-foot pitcher’s box will be in use. The box will be the width of the pitching mound and extend from 50 to 56 feet from home plate. The pitcher will be allowed to pitch from this area.

Time out will be called when the ball is in the possession of a defensive player while on the dirt portion of the infield and there is no further play. It is the umpire’s discretion as to when to call time.

No metal spikes.

Bats: Because of the number of SUSPECTED illegal bats and to reduce the risk of injury to the fielders, the league will supply the bats. The bats to be ASA approved WORTH TOXIC 454 (26 oz and 28 oz). The bats will be placed adjacent to home plate, outside of each dugout. At no time is the league bat to be taken into the dugout.

The pitching arc is 6 feet to 12 feet.

A player must be on a team’s official league roster. No guest players. A player may only be listed on one team’s roster. However, take whatever action necessary to avoid forfeiting. During the play-offs, no player will be allowed to play on 2 different teams. Penalty: Suspension from league play for the year may occur

If desired, a continuous batting order will be in effect with all players batting. Only ten (10) players will play the field.

Players must be 18 years of age at the start of the season.

Teams may start the game with 9 players with no penalty. Any player who arrives after the start of the game can be added to the end of the batting order. A forfeit will be declared if a team cannot field 9 players ten (10) minutes after the scheduled start time. If you have 3 forfeits, you are out of the league. NO REFUNDS!!

If a player is ejected, and the offending team doesn’t have a replacement, the team will take an out in the batting order of that player. If the ejection takes to team down to 8 players, that team will forfeit the game. Throwing of a bat will be an automatic ejection for that game only. A warning will be given for abusive language. Any re-occurring abusive language incidents will result in ejection and a 1 game suspension, and up to a year suspension.

NO STEALING!!

Each team will be allowed three (3) home runs over the fence. Every home run over the fence thereafter will be an out. Exception: If there is a Division I game and the teams want to increase the  rule, the home run rule must be agreed upon by both teams.

In all divisions, on an over-the-fence home run, the batter baserunner need only to touch first base. All other base runners are not required to advance.

During the play-offs, the higher seeded team will be home team. In case of a tie in the standings, the tiebreaker will be as follows: head-to-head, least runs allowed, most runs scored.
